Founded in 2014, Medical Education & Partnership JSC is an independent consultancy agency providing advice and technical support for governments, international agencies and private organizations in various fields related to health, health care and hospital management.

 

ME&P unites various specialists from Europe and Baltics in the main. Therefore we are devoted to build a bridge of partnership between Western and Eastern medical professionals and medical institutions. Our specialists have substantial experience working alongside aid–recipient partners to promote evidence-based health policy and practice.

Arūnas Liubšys

MD Neonatologist

Arūnas Liubšys has graduated Vilnius University and Pediatric Medical Institute of Leningrad, Neonatal Intensive Care Center in 1987. Since 1990 dr. Liubšys is the director of Neonatal Intensive Care Unit, Vilnius University Children‘s Hospital. He is a member of European Society of Intensive Care Medicine as well as of a range Societies in Lithuania: Society of Anaesthesiologists-Reanimatologists, Society of Pediatricians, Association of Neonatologists.

Over the past decade dr. Liubšys participated in various international initiatives providing expertise and technical assistance in Health Care Systems improvement in Central Asia. He was a Consultant in development of Perinatal Referral System in Republic of Uzbekistan (UNICEF & Ministry of Health Uzbekistan); Also a Consultant (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH) for Regional Program Health in Central Asia/Kyrgyzstan; Clinical training course director and lecturer for neonatologists and neonatal nurses from Issyk-Kul Region, Kyrgyzstan and other countries in Central Asia.

Professional interest areas: seriously ill and premature newborns, their treatment and care; perinatal health care organization and its quality.

Evaldas Česnulis

MD Neurosurgeon

Evaldas Česnulis has graduated from the Medical faculty of Vilnius University (Lithuania) in 1996 and was trained in world renowned Clinic of Neurosurgery of Zurich University Hospital under mentorship of Prof. Y. Yonekawa. He is a Swiss FMH board certified neurosurgeon, also owner of European Diploma of Neurosurgery by EANS/UEMS (2009) and PhD of Vilnius University (2003). Dr. Česnulis is a lecturer of Neurosurgery of Medical Faculty of Zurich University and a honorary professor of Kuban State Medical University in Krasnodar.

After finishing his carrier as a consultant of neurosurgery at the University Hospital if Zurich Dr. Česnulis has acted as a co-founder of a Swiss Neuro Institute at the Clinic Hirslanden in Zurich, one of leading private hospitals in the world.

Dr. Česnulis with his own surgical experience of more than 2500 operations focus his surgical activity on microsurgery of brain tumors, vascular disorders and the diseases of the spine and spinal cord. He was invited to perform most complex surgical cases in more than 20 countries worldwide.

Kęstutis Rimaitis

MD Anesthesiologist

Kęstutis Rimaitis has graduated from Medical faculty of Kaunas University of Medicine (Lithuania) in 1989 and since 1991 his Primary specialization is in Anesthesiology and Intensive care (Vilnius University). Dr. Rimaitis participated in trainings abroad of various countries in Euorope: Austria (St. Johanns Hospital, Salzburg), Sweden (Lund University Hospital in Malmo), France (Hôtel-Dieu Hospital, Lyon), etc.

Working as Head of OB-GYN Anesthesiology and Intensive care dept. (Hospital of Lithuanian University of Health Sciences), dr. Rimaitis as well was Coordinator of international training courses “Anesthesia and critical care in obstetrics” for Doctors from Kazakhstan, Tadjikistan and Lithuania. He has lectured training courses “Effective perinatal care” in Azerbaijan and was a coordinator, senior lecturer and clinical teacher of training courses “Anesthesia and intensive care in obstetrics”.

Roland Wauer

MD Neonatologist

Roland R. Wauer has specialized in Paediatrics (1972) and Neonatology (1984) at the world’s renowned Pediatric Clinic / Neonatal department (Director Inge Rapoport) Medical Faculty (Charité). He has been worked there as senior doctor (1976), lecturer (Dozent, 1984), Professor (1993) and director of the clinic of Neonatology (2001). He has defended his PhD-Thesis (Dr. med.) in 1969 about a topic of experimental Pharmacology and a second PhD (Dr.med.habil.) in 1982 about the topic “prevention and therapy of neonatal RDS”. He was the speaker and director of national research projects (1975-1990; 1991-2001). Furthermore, he has been a guest-professor in various universities and perinatal centers throughout the World: Sweden (Lund, Goeteborg, Stockholm); Angola (Luanda), Russia (Moscow, St.Petersburg), Belarus, Central Asia (Uzbekistan, Kazachstan, Kirgistan), Armenia (Yerevan), Bulgaria, China (Xinyu/Jiangxi, Linyi/Shandong, Xi’an; Jiaozuo/Henan, Lhasa/Tibet) and Vietnam. His publications (>230, >400 impact points) are listet in link. Dr. Roland Wauer’s research and expertise fields are Neonatal lung function testing; Surfactant,  methods and organization in neonatal intensive care and history of Neonatology.
